New succession plan for MADC now?

The government decision to hand over the charge of Maharashtra Airport Development Company (MADC vice-chairman and managing director to Nandkumar Jantre, a secretary in the state's general administration department, after R C Sinha quit on January 14, has left many in the company surprised. Sinha was supposed to be retiring in June this year and another retired bureaucrat Shahzad Hussain was appointed officer on special duty (OSD) apparently to replace Sinha.

Hussain's appointment was made during the former' chief minister Ashok Chavan's regime. Insiders say it is likely that new chief minister Prithviraj Chavan may be thinking changes. A decision is expected within a week or two.

Sources in the MADC say that Hussain was appointed as the OSD so he could get acquainted with the functioning of MADC and eventually take over as VC-MD after Sinha left. "This was specifically mentioned while he took over as OSD. However, now that Sinha has left, Jantre, who is also one of the directors of MADC, was given the additional charge. This is surprising indeed," said an insider.

"If Hussain was supposed to replace Sinha then logically, he should have been natural choice for handing over the charge on Sinha's early departure," said a senior official. Even Hussain's appointment order had stated that Hussain would be taking over after Sinha retired, the source added.

When contacted, Hussain said though there was no specific order as such, it was indeed planned that he would be replacing Sinha. "It is up to the government to take a decision," he told TOI. Hussain retired as the chairman of Jawaharlal Nehru Port Trust (JNPT). He had also held the post of the divisional commissioner of Nagpur in 1990s.

Sinha had retired from government service in 1997 but was appointed by the state government during the BJP-Shiv Sena regime for building the Mumbai-Pune expressway and flyovers in Mumbai. After that, he was appointed by the Andhra Pradesh government before joining the MADC in the Congress-NCP regime. He kept getting extensions with the last one ending on June. Sources say he had indicated he would not like to continue after this term ended.
