The government has promoted eight 1978 and some 1979 batch IFS officials as APCCF. Those CCFs who have been promoted on Thursday to APCCFs include Nandkishore, Alinda Chandra (on deputation at Centre), VK Mohan, Krishna Mohan, Sarvesh Kumar, AK Saxena, Ashok Sharma and Sarjan Bhagat.
However, the bone of contention is that some junior officials have superseded seniors, causing resentment in the cadre. Resentment is also brewing among the CF cadre as some CFs of 1983 and 1984 batches have been left out.
The promotions are part of the cadre review done every five years. The last review was done on April 17, 2002. The review was due in 2007 but has been delayed by three years. It will take existing IFS cadre strength from 185 to 207.
A departmental promotional committee (DPC) consisting of chief secretary JP Dange, Central representative, head of forest force (HoFF) AK Joshi and others met on December 21-22 in Mumbai to decide on promotions.
While promoting CCFs to APCCFs, the condition for promotion was five outstanding CRs. This condition was not pre-decided and those being considered for promotions were not intimated about it.
With this condition, five senior officials including CCF (wildlife) Nashik AK Nigam; director of social forestry, Pune, SWH Naqvi; CCF (Research), Pune, SJ Shejale; CCF (protection) Tasneem Ahmed and CCF (Tendu) Ramanuj Choudhary, both Nagpur, were superseded by juniors.
The IFS cadre is unhappy with the promotions and in a mood to call on chief minister Prithviraj Chavan to demand review of the DPC. "In neighbouring Andhra Pradesh, IFS officers of 1985 batch have become APCCFs, whereas in Maharashtra 1983 and 1984 batch officials have not even become CCFs," some disgruntled IFS officials said.
"It will reflect on work. Many officers have been deprived of promotions since the DPC considered even those officials who are working in other government departments on deputation and are not likely to return in the near future," a section of the officials told TOI.
